Get the set meal with pork , shrimp and etc. You won't be disappointed. This place deserves a 8 or higher rating.
Not sure why this place is rated so low. I had a very good lunch set here. The breading was excellent. I enjoyed the shrimp the most. We loved it.

Great tonkatsu spot on the 11th level of Kyoto Station. You can get a large set for around ¥1200.
