京都駅烏丸口を出てすぐ近くにある地下街。京都で初めての本格的 な地下街として1980年 (昭和55年) に開業。ポルタと専門街であるThe CUBEは連絡通路により接続している。JR・地下鉄 烏丸線改札口を挟み、ポルタ各店舗はその東西両方向に広がっている。烏丸口バスターミナル の直下にあるため、各のり ばに直接つながる階段が多数存在する。
スターバックス前の休憩場所には、コンセント まで用意されています。座面の奥行きがせまいのが難点。
おみやげ店や飲食店 が充実しています、市バスやJR、京都水族館 、京都鉄道博物館 などのチケット類の提示で割引などのサービスを受けることができます。
